NEW DELHI: In the absence of any diplomatic detente the deadly war of attrition between India and Pakistan along the 778-km Line of Control (LoC) and 198-km International Boundary (IB) in Jammu & Kashmir has taken a sharp turn for the worse ever since the surgical strikes of September 2016. There were as many as 860 ceasefire violations (CFVs) along the LoC and another 120 along the IB in 2017 the highest-ever such tally in over 15 years. The number of CFVs has already touched 241 across the LoC in the first 36 days of this year claiming the lives of nine Indian soldiers as per Army statistics. Army chief General Bipin Rawat says the Pak Army is suffering three to four times the number of casualties compared to us in the CFVs. Given the current mood these long and bloody tit-for-tat fire assaults across the border with even light artillery guns heavy mortars and anti-tank guided missiles often coming into play from both the sides are not going to ebb anytime soon. India also began to pro-actively dominate the LoC with pre-emptive and punitive fire assaults on Pak Army posts aiding infiltration which became all the more fiercer after two of its soldiers were beheaded in a BAT (border action team) operation in Krishna Ghati sector in Poonch on May 1 last year. The Pak Army was obviously not about to roll over and play dead. It responded in full measure sometimes deliberately targeting civilian centres in the Jammu region.
JAMMU: Pakistani troops opened fire and lobbed mortars at Indian positions along the International border and LoC in three sectors of Jammu and Rajouri districts overnight a BSF officer said today. Yesterday a civilian was killed and two persons were injured in the Pakistani shelling along the IB in Kanachak belt of Jammu district raising the death toll in the ceasefire violations since Thursday last to 12 and injuries to over 60. Schools continue to remain closed along the LoC and IB in Jammu region. There was night-long firing along the IB in Pargwal Math R S Pura Arnia and Ramgarh sectors (of Jammu and Samba districts). It stopped at 0545 hours today the officer said. Pakistan Rangers resumed shelling along the IB in Kanachak sector of Jammu last night he said. Pakistan troops also resumed heavy shelling along the LoC in Bhawani Karali Said Numb and Sher Makri areas of Rajouri district last evening officials said. Seven civilians three Armymen and two BSF personnel have so far been killed in the ceasefire violations. While a BSF jawan and a teenage girl were killed on Thursday four persons including two civilians and one BSF jawan and an Army jawan were killed and over 40 others injured in the Pakistani firing on Friday. BSF officials said authorities were keeping a close eye on the situation and have rushed police teams to affected areas to ensure prompt assistance to the people. RS PURA: Living with the constant fear of Pakistani shelling displaced border dwellers are scared of returning to their homes and are demanding early sanction of the promised piece of land in safer zones and construction of bunkers. The demands were made by people putting up at three relief camps set up by the state government here for border dwellers who have been bearing the brunt of heavy Pakistani shelling. 12 persons including five security personnel have been killed and over 50 others injured in the unprovoked and indiscriminate firing by Pakistan in the five districts of Jammu Kathua and Samba along the IB and LoC since Thursday last. Last month the Centre gave a sanction for construction of 14 460 underground bunkers at a cost of Rs 415.73 crore for safety of people living along the LoC and the IB in Jammu division. The BJP had promised five marlas (1361.25 sq ft) of land for border villagers during the election campaigning in the state ahead of forming a government with the PDP in 2015. However last year the government informed the state legislative assembly that it had decided to construct bunkers in border districts instead of allotting five marlas of land to each family as shifting of population to another place would not be in the interest of the state or nation. What we are getting is only hollow promises and unabated firing from Pakistan over the last four years. The government needs to act and provide us the promised five marlas of land away from the firing zone for our safety Sudesh Kumari a resident of Beghwara Choga told PTI. Kumari is among 150 border residents camping at the Indian Training Institute (ITI) complex in this sector after one of her relatives lost his life in the Pakistani shelling along the International Border in Bhera village on Saturday. Health Minister Bali Bhagat said India has taken many initiatives to normalise relations with Pakistan but the neighbouring country needs to understand the futility of violence and reciprocate positively. Not only the people of Jammu and Kashmir but the entire country wants good neighbourly relations between India and Pakistan he said. However he said it is unfortunate that the firing from across the border is going on killing innocent persons and resulting in displacement of the people. The government was doing its best to provide relief to border residents displaced by the Pakistani firing. We have already issued a high alert all along the 449 km stretch from Kathua to Poonch-Rajouri comprising both IB and LoC.We have deployed 197 ambulances and identified 25 health institutions which are very close to villages affected by the firing he said. According to data compiled by the Union Home Ministry Pakistani forces have violated ceasefire 724 times along the IB and the LoC till October in comparison to 449 times in 2016. As many as 12 civilians and 17 security personnel were killed in the firing from across the border until last October. Last week Rawat said Pakistan s nuclear bogey will be thoroughly exposed were there to be war with the western neighbour which often brandishes its short-range Nasr (Hatf-IX) nuclear missiles as a battlefield counter to India s Cold Start strategy of swift high-intensity conventional attacks into enemy territory. When the firing starts I just round up all the goats and stay put in my house with them. What else can I do? she says. Feroza Bi lives alone in her house in Jammu s Degwar village that sits right at the edge of the LoC. In this village of about 3 000 people it s her house that is closest to what s considered one of the most dangerous borders in the world. The LoC cuts right through her field on which she grows maize and paddy. Here there is nothing to mark the LoC since Degwar village is located well ahead of the border fence that has been set up to prevent infiltration from across the Pakistan border. The hills bordering Feroza Bi s fields fall in Pakistan (Express photo) Feroza Bi isn t sure of her age. 60-70 maybe more. I do not know. I have been staying in this village for about 50 years she says her wrinkled face breaking into a smile. Her husband passed away four years ago and since then she has been on her own. She has four sons two of whom are with the Jammu and Kashmir Police and posted in Poonch and one in Saudi Arabia. Her eldest son lives with his family in nearby Poonch town. She says her sons keep asking her to leave the village and move in with them but she has always said no. I have 400 kanals of land here in the village and I have my 70 goats. Who will look after all this if I leave? I am going to stay here till the end of my life she says. Her daily routine stretches to fill in the hours. I have a lot of work. I clean my house tend to my animals and my fields. I hire boys from the village to work on my fields but I do everything else myself. Sometimes I go out of the village to attend family functions she says sitting in the courtyard of her mud house that s called a dhok in these parts. Her eldest son Rasheed says he often drops in to help his mother. My mother is attached to the land after all this is the land of our forefathers. So I don t force her to leave. I help my mother in whatever way I can says Rasheed giving only his first name. She says neighbours drop in to keep her company.
